Dehradun: The proposed plans for planting trees with Miyawaki technology in Dehradun Forest Division and Mussoorie Forest Division are in question. The Chief Conservator of Forests Action Plan has sent a letter to the Principal Conservator of Forests, in which the Dehradun Forest Division had informed the scheme of the proposal of planting the world’s most expensive saplings (the total expenditure on the scheme exceeding 52 lakhs in three years) and the need for an immediate investigation of the matter. After this, the forest headquarters has started an investigation into the matter.
In the CCF action plan letter, it has been stated that 1833300 has been proposed to purchase 183333 plants at the rate of Rs 100 per plant for Miyawaki plantation in one hectare in Dehradun Forest Division, while the rates of Miyawaki technique plantation have been fixed, in which the plants were to be prepared in the nursery for Miawaki technique planting and for this, the rate of Rs 10 per plant was kept in the plain area. While expenditure of more than 11 times the rate has been proposed in the proposal.
Higher rate was proposed
It is also clear from this proposal that why the department has been proposed to purchase plants from outside at such a high rate after having such a large scale of nurseries and nurseries. This is completely beyond comprehension and doubtful and a subject of investigation.
In the letter, the CCF has also questioned the expenditure incurred in fanning, it has said that about 157554 per hectare was proposed for fanning in the plain area, while a higher rate has been proposed in Dehradun Forest Division. It is known that in the plan made by the Dehradun Forest Division, it is said that the expenditure will be 162100 in the first year, 3304700 and 314800 in the second and third year respectively.
Planting plan for four and a half crores was made in Mussoorie Forest Division The proposed scheme of Rs 4.25 crore Miyawaki plantation in six ranges of Mussoorie Forest Division has also been questioned. The letter said that in the Miyawaki plantation, the purchase of plants with a height of 7 to 8 feet has been proposed at the rate of 100 to 400 per seedling. Which is very objectionable. Apart from this, it is ridiculous to plant seven-eight feet of plants in the beginning. Because the basis of this technique is to bring it to this height in two to three years by planting close and mutual competition. This proves that without technical knowledge, consultation, the proposal was created at unfair rates of wastage of government funds.
15 lakhs spent in five years
The letter from the Chief Conservator of Forests said that 1483651 has been spent in five years on a one hectare of Miyawaki forest in Kalsi in Dehradun district, which is much less than both the proposals. In such a situation, the forest research circle has fixed the rates of miyawaki planting per hectare, those rates should be used to ensure expenditure.
The case is being investigated: PCCF
Chief Conservator of Forests Dhananjay Mohan says that necessary action is being taken along with investigation in the case. At the same time, DFO of Dehradun Forest Division Neeraj Sharma says that the plan was prepared according to the standards. DFO Mussoorie Forest Division Amit Kanwar says that there were questions about the CCF action plan, after which the new plan is being prepared, the shortcomings will be corrected.
