The Uttarakhand Cabinet meeting concluded today under the chairmanship of Chief Minister Dhami. The Cabinet took decisions after discussing several proposals from various departments. The Cabinet also took an important decision regarding employees. An amendment to the rules for relaxation of qualifying service requirements for promotion of state employees has been approved. These decisions were also made: – The Cabinet approved the amendment to the Uttarakhand Women and Child Development Subordinate Supervisor Service Rules 2021. Under the Supervisor Service Rules, 50% of supervisor positions were filled through direct recruitment, 40% through promotion of Anganwadi workers, and the remaining 10% through promotion of mini Anganwadi workers. As per the Government of India’s guidelines, all mini Anganwadi centers in the state are to be upgraded to full Anganwadi centers. Consequently, the 10% quota for promotions from mini Anganwadi workers to supervisors has been included in the Anganwadi workers’ promotion quota, increasing the Anganwadi workers’ promotion quota from 40% to 50%. – The area in Raipur and its surrounding areas, where the Assembly complex is proposed, was designated a “fridge zone.” The Cabinet has now partially amended the “fridge zone,” allowing the construction of small houses (low-density houses) and small shops in these areas. The standards for these will be determined by the Housing Development Department. – The Cabinet has approved amendments to the service rules for health workers and health supervisors working under the Medical Health and Medical Education Department. Now, after five years of satisfactory service, health workers and health supervisors will be permitted to transfer from one location to another once in their lifetime. Upon moving to a new location, they will be the most junior within the cadre of their new district. Furthermore, transfers from hill districts to hill districts and from plain districts to hill districts will be possible if vacant posts become available, for which standards will be developed by the department. – The Cabinet has approved amendments to online marriage registration under the Uniform Civil Code. Aadhaar card requirements have been established for registration under the Uniform Civil Code (UCC). Because marriages with people of Nepalese, Bhutanese, and Tibetan origin also occur in Uttarakhand. Therefore, in addition to Aadhaar, Nepalese and Bhutanese citizenship certificates will now be accepted for citizens of Nepal and Bhutan, as well as certificates issued by the Nepalese Mission/Royal Bhutanese Mission in India for stays exceeding 182 days, and a valid registration certificate issued by the Foreigners Registration Officer for persons of Tibetan origin. – The Cabinet has been informed of the Chief Minister’s earlier decision to prorogue the Assembly through a deviation. – The Cabinet has authorized the Chief Minister to fix the date of the special session of the fifth Uttarakhand Legislative Assembly on the occasion of the Silver Jubilee year of the state’s establishment. – State public sector undertakings will have to give 15% of their profit after tax to the State Government. The Cabinet has given its approval for this.
