The Mussoorie-Dehradun Development Authority (MDDA) has sealed a mosque and madrasa building operating without statutory permission in the village of Kandogal Kudiyal (Thano) within the Doiwala Tehsil. This action was taken under the provisions of the Uttarakhand Town and Country Planning and Development Act, 1973.
Key Points:
• Action Taken After Hearings and Grace Period: According to the MDDA, a mosque and madrasa were being operated on the first and second floors of the building without the requisite approval. Previously, on December 17, 2025, the first floor had been sealed; however, following a request from the management committee—and adopting a humanitarian approach—they were granted time to submit a No Objection Certificate (NOC) from the Waqf Board and registration documents from the Madrasa Board.
• Sealing Due to Non-Submission of Records: Despite repeated notices and hearings (held on January 7 and February 11, 2026), the required documents were not submitted within the stipulated timeframe. Consequently, on June 1, 2026, the illegal structure was completely sealed in the presence of a heavy police force, the Naib Tehsildar, and MDDA officials.
• Officials’ Stance: MDDA Vice Chairman Banshidhar Tiwari and Secretary Mohan Singh Barniya clarified that the Authority’s objective is not to target any specific community, but rather to ensure compliance with the rule of law. Impartial action will continue to be taken against those who violate the regulations.
