Jammu: Jammu and Kashmir Lieutenant Governor Manoj Sinha today dismissed two government teachers from service in the Union Territory for alleged terrorist links. To date, the Lieutenant Governor’s administration in Jammu and Kashmir has dismissed approximately 75 government employees for alleged terrorist links and anti-national activities.
The dismissed individuals have been identified as Ghulam Hussain, a resident of Reasi. He allegedly worked as an overground worker for the banned terrorist organization Lashkar-e-Taiba. The other has been identified as Majid Iqbal Dar of Rajouri district. He was also allegedly involved in terrorist activities.
The Lieutenant Governor’s order stated that this action was taken under sub-clause (c) of clause (2) of Article 311 of the Constitution of India. The decision was taken in the interest of the security of the state. Majid Iqbal Dar, a teacher in the School Education Department in Kheora, Rajouri district, was dismissed from service with immediate effect.
Similar action was taken against GH Hussain, a teacher in Mahore tehsil of Reasi district. Reacting to this, PDP president and former Chief Minister Mehbooba Mufti posted on Instagram, “Two more government employees have been dismissed for alleged terrorist links, and they have not even been given a chance to prove their innocence. This raises concerns about a broader agenda to disempower Muslims, especially Kashmiris.
First, they are being marginalized due to biased reservation policies, as the recent revelations about reservation certificates in Jammu and Kashmir reveal, and now they are being unfairly dismissed, with the judge, jury, and executioner all on the same side.”
According to a government spokesperson, Ghulam Hussain was allegedly in contact with Lashkar-e-Taiba terrorist Mohammad Qasim, a resident of Angaralla, and Ghulam Mustafa, a resident of Chasana. He stated that Hussain, on the instructions of Lashkar-e-Taiba terrorist Ghulam Mustafa, was establishing an OGW network in Reasi district to facilitate Lashkar-e-Taiba’s activities. He allegedly raised funds and distributed them to the families of known terrorists and distributed parcels received from Pakistan.
As for Majid Iqbal Dar, a government spokesperson stated that he was involved in collecting an improvised explosive device (IED) from the Dassal forests on the instructions of operatives operating from Pakistan. Under Article 311, clause (2) proviso (c), the Lieutenant Governor can dismiss any government employee without any investigation in the interest of state security.
These employees are mostly dismissed on charges of terrorist links and anti-national activities. This provision bypasses the standard departmental inquiry process and denies dismissed employees any opportunity to respond to the allegations leveled against them. To date, approximately 75 government employees have been dismissed by the Lieutenant Governor’s administration in Jammu and Kashmir for their alleged terrorist ties and anti-national activities.
