New Delhi: Chief Election Commissioner of India (CEC) Gyanesh Kumar on Monday announced the second phase of special in-depth revision (SIR) of the electoral roll in the country. In the second phase, SIR will be practiced in 12 states and union territories, he said.
In a press conference held at Vigyan Bhawan in Delhi, Chief Election Commissioner Gyanesh Kumar said that the 12 states and union territories in which the Special Intensive Revision (SIR) will start from Tuesday include Andaman and Nicobar Islands, Goa, Puducherry, Chhattisgarh, Gujarat, Kerala, Madhya Pradesh, Uttar Pradesh, Rajasthan, West Bengal, Tamil Nadu and Lakshadweep. The final voter list will be released on February 7
“The chief election commissioner said, “”There are about 51 crore voters in the 12 states where there will be a special intensive review (SIR) process.” A total of 5.33 lakh BLOs will work on it, as well as more than 7 lakh BLAs appointed by political parties. Printing and training will take place from tomorrow to November 3, followed by door-to-door counting from November 4 to December 4. The draft electoral roll will be published on December 8, 2025, and claims and objections will be accepted from December 9, 2025 to January 8, 2026. Hearings to those who will be served notices will continue till January 31 and the final electoral roll will be published on February 7. Gyanesh Kumar said, “… Voter rolls will be frozen at midnight today in the states where the SIR will be held. Later, voters will be given specific counting forms with all the details.”

Aadhaar valid in SIR process…
CEC Gyanesh Kumar said that Aadhaar is not a proof of citizenship but can be presented as proof of identity in the SIR process. He also clarified that Aadhaar card is not a proof of date of birth or residence.
Gyanesh Kumar said that the SIR of the electoral roll in Assam will be announced separately. He said that there is no confrontation on the SIR in West Bengal; the Election Commission is doing its duty, the state government will also discharge its duties.
BLO will go to every house three times
He said that the SIR will ensure that no eligible voter is left out and no ineligible voter is included in the voter list. “Chief Election Commissioner Gyanesh Kumar says, “”BLO (Booth Level Officer) will visit each house three times.” To solve the problem of migrant voters, people can now submit their calculation forms online.”
Training of polling officers will start from tomorrow
The CEC announced that the training of polling officers for the second phase of the SIR will begin from Tuesday. “””All Chief Electoral Officers and District Election Officers have been directed to meet the political parties by Wednesday and brief them about the SIR process,”” Kumar said.”
“””I salute the voters of Bihar and salute the 7.5 crore voters who participated in a successful SIR.” The commission also met the election officials of all 36 states and discussed the entire process in detail.
Chief Election Commissioner Kumar said the SIR process, which has been going on since independence, is the 9th; the last time was in 2002-04, 21 years ago. He said political parties have raised the issue of quality of electoral rolls on several occasions. The first phase of SIR in Bihar was completed without any claim.
