The department has prepared rules for the transfer of teachers in the state. Which will be brought to the cabinet for approval. It has been arranged in the rules that if the result of 10th or 12th board examination of any teacher is poor for two years, then they will be compulsorily sent to the mountains.
The Transfer Act was implemented in the year 2017 for the transfer of employees and officers of all departments in the state. Since then, transfers of employees and teachers have been taking place under this Act, but the Education Department has prepared a separate rule for the transfer of teachers. In which the state has been divided into two parts, mountainous and plain, instead of easy and inaccessible. In which teachers will be transferred on the basis of marks of service done.
At the same time, teachers will be allowed to change cadre once in the entire service period. For this, the teacher should have completed at least three years of service in one cadre. Transfers will be done under this manual till a separate cadre is formed for teachers of SCERT, CMAT, District Education and Training Institutes. At the same time, an unmarried woman will be given exemption once in the entire service period for transfer to her husband’s workplace or home district after marriage. According to the Education Department, the manual has been presented to the cabinet once. After some amendments, it will be brought to the cabinet for approval.
Transfers will be done online
Dehradun. Compulsory transfers of teachers will be done from the eligibility list prepared on the basis of the coefficient of service done from mountainous to plain and plain to mountainous areas. Transfers will be done online through the software developed for this.
Four districts of the state will be high mountain
Four districts of the state, Pithoragarh, Uttarkashi, Chamoli and Bageshwar will be high mountain districts. While those areas of Tehri, Rudraprayag, Almora, Champawat, Nainital, Pauri and Dehradun which have not been included in the plain areas. Will be called low mountain districts. At the same time, teachers with at least 16 marks will be eligible for compulsory transfer from hilly to plain or plain to hilly area.
Transfer process will start from January 1
Under the transfer rules in the state, the process of transfer of teachers will start from January 1. March 31 will be the last date for issuing transfer orders. At the same time, posting on transfer will not be considered the basic right of the teacher. If there is any practical problem at any point in implementing the rules, then the department or the government will take a decision on it.
Minimum service will have to be completed in hilly and plain areas
The teacher will have to complete the minimum service in plain or mountainous area. The teacher will have to serve a maximum of five years in the sub-area of the hilly area and a maximum of five years in the sub-area of the plain area. Similarly, other services of hilly and plain areas have also been divided according to time.
