The State Minister for Higher Education, Dr. Dhan Singh Rawat, announced that the ‘Swami Vivekananda Uttarakhand E-Library Scheme’ has been implemented in the state to promote digital learning, in alignment with the New Education Policy-2020. Under this scheme, students and faculty members of state universities and colleges will be provided access to course e-books, research papers, newspapers, and magazines on a single online platform, ensuring that students in remote areas are not deprived of educational opportunities due to economic or geographical constraints.
Instructions for the robust implementation of this initiative have been issued at the administrative level to the Vice-Chancellors and the Director of Higher Education. This facility will also be accessible to private institutions—including those under the Technical Education, AYUSH, and Medical Education departments—upon payment of a prescribed fee.
Prescribed Annual Fees under the Scheme:
• State Universities: A minimum of ₹5 lakh per annum.
• Private and Non-Government Colleges/Research Institutes: ₹1 lakh per annum, or a fee calculated at the rate of ₹500 per stakeholder (user).
