New Delhi: The Prime Minister’s Office (PMO) will move to its new office, ‘Seva Tirtha’, on February 13, 2026. Prime Minister Narendra Modi will formally inaugurate ‘Seva Tirtha’ and ‘Kartavya Bhawan-1 and 2’ in the national capital on Friday at around 6 pm. The PMO stated that before shifting his office, PM Modi will unveil the name of the building complex, ‘Seva Tirtha’, in the afternoon.
Why was the new building necessary?
The PMO stated that this inauguration will mark a transformative milestone in India’s administrative governance structure. For decades, many key government offices and ministries were operating from old and dilapidated buildings scattered across the Central Vista area. This fragmentation was creating challenges such as inefficiency in work, lack of coordination, rising maintenance costs, and a poor working environment.
The new building complex addresses these issues, the PMO stated. It consolidates all administrative functions under one roof with modern and future-ready facilities. ‘Seva Teerth’ houses the Prime Minister’s Office (PMO), the National Security Council Secretariat, and the Cabinet Secretariat, which were previously located in different locations.
Kartavya Bhawan-1 and 2
Kartavya Bhawan-1 and 2 will house several key ministries, including the ministries of Finance, Defence, Health and Family Welfare, Corporate Affairs, Education, Culture, Law and Justice, Information and Broadcasting, Agriculture and Farmers Welfare, Chemicals and Fertilizers, and Tribal Affairs. Both building complexes feature digitally connected offices, streamlined public interface areas, and central reception facilities.
The PMO stated that these complexes have been designed in accordance with 4-star GRIHA standards. These include renewable energy systems (such as solar), water conservation measures, waste management solutions, and high-performance external structures. The complexes also feature comprehensive security infrastructure, including smart access control systems, CCTV networks, and advanced emergency response mechanisms, ensuring a safe and secure environment for officials and visitors.
Kartavya Bhawan-3
In August last year, Prime Minister Narendra Modi inaugurated Kartavya Bhawan-3, which houses several important offices, including the Ministry of Home Affairs, Ministry of External Affairs, Rural Development, MSME, Department of Personnel and Training (DoPT), Ministry of Petroleum and Natural Gas, and the Chief Scientific Advisor (PSA).
Seva Tirtha – An Expensive Project
The entire complex of ‘Seva Tirtha’ (also known as the ‘Executive Enclave’) is being built by Larsen & Toubro (L&T) at a cost of ₹1,189 crore. It spans 226,203 square feet. A new official residence for the Prime Minister, named “Executive Enclave Part 2,” is also under construction. Upon its completion, the Prime Minister will move into it, leaving his current residence at 7, Lok Kalyan Marg.
Kartavya Bhawan
Kartavya Bhawan is part of the central government’s ambitious Central Vista redevelopment project. The project includes a new Parliament building, chambers for MPs, the Central Vista Avenue, and 10 buildings of the common Central Secretariat.
The project also includes the National Archives (additional buildings in addition to the Heritage Building), the new IGNCA building, facilities for security officials, and the official residences of the Vice President and Prime Minister. It also includes the Executive Enclave, which will house the Prime Minister’s Office (PMO), the Cabinet Secretariat, and the National Security Council Secretariat. The relocation of the National Museum, located in the North and South Blocks, is also part of the project.
The project aims to revamp the 3-kilometer-long Duty Street between Rashtrapati Bhavan and India Gate and transform North Block and South Block into public museums.
