Where the nomination process was announced from June 25. The code of conduct was also implemented. In the midst of all these preparations, the Nainital High Court has given this order.
The Nainital High Court has put a stay on the reservation as the situation is not clear.
Ganesh Dutt Kandpal, a resident of Bageshwar, and others have filed these petitions in the High Court. It has been said that the government issued an order on June 9 and made new rules for panchayat elections. Also, by issuing an order on June 11, it has been decided to implement a new rotation from this year, declaring the reservation rotation applicable so far for the panchayat elections as zero. While the High Court has already given guidelines in this matter. It was said on behalf of the petitioners that with this order, the seat which was in the reserved category for the last three terms has also been reserved for the fourth time. Due to this, they are not able to participate in the panchayat elections. In this case, the government said that some similar cases have also been filed in the single bench. While the petitioner’s counsel said that he has also challenged the rules issued on June 9 in the division bench. The government further said that the June 11 order before the single bench has been challenged only mentioning the implementation of fresh reservation.
