Describing the budget for the financial year 2026-27 as a roadmap for Uttarakhand’s future, Chief Minister Pushkar Singh Dhami said that it is not just a document of statistics but a budget that sets the direction for the state’s overall development.
In a press conference after presenting the budget, he said that this budget of approximately ₹1.11 lakh crore reflects a balance of development, heritage, culture, and modernity and is an important step towards a developed Uttarakhand for a developed India. At the time of statehood, Uttarakhand’s economy was approximately ₹14,500 crore, which has now increased to approximately ₹3.81 lakh crore, representing a more than 26-fold increase in the state’s economy. Similarly, per capita income was ₹15,285 in 2000-01, which is projected to increase to ₹2,73,921 in 2025-26.
He said that the state’s real growth rate compared to the previous year is estimated at 7.23 percent, which is around the national average. The state government has maintained excellent fiscal discipline by adhering to all standards of the FRBM Act. The government has maintained a revenue surplus and kept the fiscal deficit within three percent of GSDP. He stated that this reflects the state’s efficient financial management.
The state will receive approximately ₹17,415 crore as its share of taxes from the central government and approximately ₹18,491 crore in assistance under various central schemes. This budget has been prepared with the poor, farmers, youth, and women at the center. ₹1,327 crore has been allocated for social security pension schemes, ₹1,300 crore for the Annapurna Yojana, ₹298 crore for the Pradhan Mantri Awas Yojana (Gramin) and ₹56 crore for the Urban Housing Scheme.
A gender budget of ₹19,692 crore has been allocated this year for women’s empowerment. Under this, schemes like Saksham Anganwadi and Poshan 2.0, Eja-Boi Shagun Yojana, Chief Minister Mahalaxmi Kit, and Nanda Gaura Yojana will be further expanded. To strengthen the state’s infrastructure, a provision of Rs 2,501 crore has been made for the Public Works Department, Rs 1,609 crore for the energy sector, and Rs 1,642 crore for minor irrigation.
The Chief Minister said that several new schemes are being launched in the budget. The government is also promoting innovation. Under this, schemes like kiwi and dragon fruit production, trout fish farming, apple nursery development, Chief Minister Yuva Bhavishya Nirman Yojana, and Mehak Kranti are being launched. He said that this budget truly documents the journey from a resolution without any option to a developed Uttarakhand.
