The Cabinet returned a proposal regarding the selection and promotion pay scale for teachers. It was stated that the proposal would be brought back to the Cabinet after reviewing it. The Cabinet proposal regarding the Education Department stated that the provision for selection and promotion pay scales was in place from the Fourth, Fifth, and Sixth Pay Scales, based on the prescribed period of regular service.
Teachers’ salaries were to be determined in the next stage upon receipt of the Selection Pay Scale and Promotion Pay Scale from the pay level obtained in the Ordinary Pay Scale. There was no provision for additional pay increases. The Government Order of September 13, 2019, clarified that no pay increases would be granted during the Selection Pay Scale or Promotion Pay Scale.
Rule 13 of the Uttarakhand Government Servants Pay Rules 2016 was to be amended for clarity, but the Cabinet returned this proposal, stating that it would be brought back to the Cabinet after reviewing it.
The matter related to creation of Group D posts on fixed honorarium as outsource without giving consent to complete the selection process for seven Class IV posts each in Udayraj Hindu Inter College, Kashipur and BSV Inter College, Jaspur, Udham Singh Nagar was also returned for scrutiny.
