The state government’s budget for the financial year 2026-27 is estimated to be ₹1.10 lakh crore. This year, the annual budget is expected to increase by 10 percent compared to last year. Following a discussion in the cabinet, the Chief Minister was authorized to amend the budget, and approved for presentation in the upcoming assembly session. Furthermore, a decision was made to include new nutritional ingredients in the diet to improve the health of pregnant and lactating women, and children aged three to six years in Anganwadi centers.
A cabinet meeting chaired by Chief Minister Pushkar Singh Dhami at the Secretariat on Wednesday decided on 28 proposals. The Apple Nursery Development Scheme was approved to promote apple production in the state and provide improved varieties of seedlings to orchardists. Under this scheme, a 50 percent subsidy will be provided for nurseries up to 10 acres and a 40 percent subsidy for those above 10 acres. A beekeeping policy for honey production was also approved. Farmers under this policy will receive an 80 percent subsidy on beekeeping boxes.
A State Bench of the GST Appellate Tribunal will be established in Haldwani.
The GST Appellate Tribunal operates in Dehradun to expedite the resolution of GST tax disputes. An additional State Bench will be established in Haldwani. Furthermore, the Cabinet approved the establishment of fast-track courts and the creation of posts in Vikasnagar in Dehradun district, Kashipur in Udham Singh Nagar, and the Nainital district headquarters to expedite the trial and disposal of pending rape and POCSO cases in the state.
Ample Water for Cities
Under an externally aided project to plan, implement, construct, operate, maintain, monitor new drinking water schemes in the state and enhance the operational efficiency of existing schemes, 10 cities will receive ample water at a cost of ₹1,600 crore, with World Bank assistance. The state government’s contribution to this project will be ₹320 crore. The Cabinet has approved this ambitious project.
These important decisions:
– Approval to create 14 new posts within the Uttarakhand Investment and Infrastructure Development Board (UIIDB).
– Decision to include 21 non-government aided colleges in the Chief Minister’s Higher Education Research Promotion Scheme, operated in higher educational institutions under the National Education Policy.
– The Swami Vivekananda Uttarakhand e-Library Scheme will be implemented in higher educational institutions. Under the scheme, fees will be ₹100 for BA, BSc, and BCom, ₹250 for BEd and Law, and ₹500 for engineering, medical, and agriculture students.
– Approval of the Uttarakhand Forest Department Surveyor Service Rules.
– Environmental engineers will be appointed on a contract basis in 11 municipal corporations under the Urban Development Department.
– Decision to grant regular appointments to four special education teachers working on ad hoc, contract, and outsourced basis in the School Education Department to the posts of Assistant Teacher Special Education in the Secondary Education Department.
– Approval given to table the twenty-fourth annual report of the Uttarakhand Public Service Commission in the Legislative Assembly.
– Approval given to table the Uttarakhand Goods and Services Tax (Amendment) Bill in the Legislative Assembly.
– The Bureau of Public Enterprises will be transferred from Industrial Development and established under the Finance Department.
– Approval given to the Safe Reuse Policy for Treated Water in the State of Uttarakhand.
– Approval given to the Service Regulations for Group A and B personnel of the Uttarakhand Pollution Control Board.
– Decision to create the non-cadre post of Settlement Officer in the Uttarakhand Consolidation Establishment.
– Approval given to table the Uttarakhand Shops and Establishments (Regulation of Employment and Conditions of Service) (Amendment) Bill, 2026.
– The Uttarakhand Uniform Civil Code (Amendment) Bill, 2026 will be tabled in the Legislative Assembly session.
– Approval for amendment of the distance standards for setting up hot mix plants in the Uttarakhand Stone Crusher, Screening Plant, Mobile Stone Crusher, Mobile Screening Plant, Pulverizer Plant, Hot Mix Plant, Ready Mix Plant Permit (Third Amendment) Policy 2024.
– In view of the financial situation of the State of Uttarakhand, the Chairman of the State Level Selection Committee under the Juvenile Justice (Care and Protection of Children) Act will be paid an honorarium of Rs. 5,000 per meeting, and two members nominated from non-governmental organizations will be paid an honorarium of Rs. 3,000 per meeting.
– Approval for restructuring the clerical and ministerial cadre structure in the Prison Administration and Correctional Services Department.
– One new post of Court Manager will be created in the High Court of Uttarakhand and 13 for the District Courts.
– Approval for the formation of a Steering Committee and Project Management Unit and creation of posts for the implementation of Public Financial Management to improve service delivery with the support of the World Bank.
– Approval for tabling the Uttarakhand Public Trust (Amendment of Provisions) Bill, 2026 in the Legislative Assembly.
