The state universities have been fully authorized to operate the integrated Samarth Portal for higher education, developed by the Government of India. The government has issued an order to this effect. State universities will now be able to conduct student admissions, examinations, and other academic activities at their own level. This responsibility has been assigned to the Vice Chancellor and Registrar of the respective university.
Following the directives of the State Higher Education Minister, Dr. Dhan Singh Rawat, the full responsibility for operating the Samarth Portal has been transferred to the state universities: Kumaon University, Nainital, Shridev Suman Uttarakhand University, Tehri, and Soban Singh Jeena University, Almora, with immediate effect. Now, state universities will be able to conduct various academic activities, including admissions and examinations for undergraduate and postgraduate classes, at affiliated state colleges and university campuses. Previously, the Samarth Portal was being managed by the State Samarth Team (NEP-PMU) at the government level, but this has caused numerous problems for students. Under the government order, all state universities will ensure timely operation of all modules of the Samarth Portal. The Vice Chancellor and Registrar of the respective university will be responsible for the operation of the portal, and it will not be delegated to anyone else. The portal will be reviewed monthly, and a report will be submitted to the government. Before opening the portal for student admissions, the university will upload information on its official website seven days in advance and will also publicize it through newspapers and electronic media. The government will also be informed of this. The Samarth portal will be used exclusively by universities and colleges under the Higher Education Department. Data from all ERP/portals already operating in universities and colleges will be mandatorily uploaded to the Samarth portal by March 31, 2026. After this, no ERP/portal other than the Samarth portal will be operated, nor will any payment be made in this regard.
Under a government order, all state and private universities must prepare their academic calendars and have them approved by their executive councils by May 31, 2026. After this, admissions, examinations, and other procedures for the upcoming semester will be conducted. Following admissions for each semester, universities will ensure 90 days of classes and 75% attendance, which will be uploaded to the Samarth portal. Until the Samarth module is implemented in private universities, student attendance will be uploaded to the relevant ERP, and information about this will be provided to the government. If student attendance and class conduct standards are not met, students will not be permitted to appear for examinations. The Vice Chancellors, Registrars, Controllers of Examinations, Principals/Directors of the respective institutions, and the Director of Higher Education will be responsible for ensuring compliance with these orders.
