Pre-SIR activities have begun in Uttarakhand. This phase will prepare for the upcoming Special Intensive Review. Additionally, to ensure voters do not face any inconvenience during the SIR, a campaign is underway to “reach out, coordinate, and communicate with every voter.”
Chief Electoral Officer Dr. BVRC Purushottam stated in a press conference that the Election Commission of India has previously conducted the Special Intensive Revision (SIR) program across the country 11 times in different years. SIR was conducted in Uttarakhand in 2003. He stated that the Commission is currently conducting the SIR in Bihar in the first phase and in 12 other states in the second phase in 2025. He stated that the Commission’s objective behind this entire process is to include every eligible voter in the electoral rolls.

In the pre-SIR phase, voters up to the age of 40 years, whose names were included in the 2003 voter list, included in the state’s current voter list, will be directly mapped to the BLO app. Additionally, voters aged 40 years and above will be included in the SIR process. Those whose names are missing from the 2003 voter list for some reason will be mapped as progeny based on the names of their parents or grandparents. The Chief Electoral Officer stated that the 2003 voter list can be searched on www.ceo.uk.gov.in and www.voters.eci.gov.in.
Appeal to National Political Parties to Appoint Booth Level Agents (BLAs)
The Chief Electoral Officer has appealed to all recognized national political parties in the state to appoint their own Booth Level Agents (BLAs). The Chief Electoral Officer stated that currently, only 4,155 BLAs are appointed against 11,733 booths in the state.
Help Desks to Be Established
District Magistrates, EROs, and BLOs in all districts have been instructed to ensure their outreach to voters. The Chief Electoral Officer stated that a help desk is being established at the district and ERO levels to facilitate easy access to assistance for voters
