Dehradun: Dispute between direct recruitment and promoted PCS officers in the state has become an obstacle in the seniority list. Due to this, promotions of PCS officers are getting affected. Many PCS officers are in court against this.
The seniority dispute between direct recruitment PCS officers through Uttarakhand Public Service Commission and officers promoted from Tehsildar to SDM is an old one. The first dispute was between the PCS officers of the first batch of the commission and the promoted PCS. That dispute reached from the High Court to the Supreme Court. Once the matter was resolved by the Supreme Court, the dispute of the officers of the new batch is going on again.
The conflict increased when the government appointed ADM
There are 19 direct recruitment officers of PCS-2012 batch in the state, whose joining was in 2014. The second are those 25 officers who were promoted from the post of Naib Tehsildar to SDM in 2016, while they were handling the responsibility as ad-hoc PCS since June 2012. These officers say that since they are serving on the post of SDM since 2012, they are senior to the PCS of direct recruitment in 2014.
The controversy deepened recently, when the government issued an order to deploy two PCS Yogendra Singh and Jaivardhan Sharma from direct recruitment to the post of ADM. The promoted PCS officers had come out in protest against this.
The promoted PCS officers said that since they are senior, they should also be given the post of ADM. On the other hand, the PCS officers of direct recruitment say that under the temporary arrangement, those who were serving on the post of PCS since June 2012 got full promotion to this post in 2016.
