The Uttarakhand government has implemented the “Annual Transfer Policy-2025” with the aim of making the transfer process transparent, timely and effective for secretariat employees and officers.
This new policy has been implemented by repealing the earlier Transfer Policy-2007, which will be effective with immediate effect.
Under the new policy, now any officer / employee working in the Secretariat Service can be posted only once in the same section in his entire service period and that posting will also be for a maximum of 5 years.
With this, the intention has been expressed to maintain institutional memory in the secretariat as well as to give the benefit of work experience in various sections to the employees.
On whom will this policy be applicable?
The Transfer Policy-2025 will be applicable to officers from Joint Secretary to Section Officer level of Secretariat Service cadre as well as Review Officer, Assistant Review Officer and Computer Assistant.
This policy will not apply to Private Secretary, Accounts Cadre, Security Personnel and Attendants.
The maximum period of posting will be as follows:
โข Category โAโ (Joint Secretary and below): Maximum 3 years in a department
โข Category โBโ (Section Officer): Maximum 5 years in a section
โข Category โCโ (Review Officer, Assistant Review Officer): 5 years
โข Computer Assistant: 7 years
Constitution of Transfer Committee
A committee will be constituted under the chairmanship of the Chief Secretary for the transfer of officers of various categories of the Secretariat, which will include the Secretary of the Secretariat Administration Department and a nominated officer.
Other key points
โข No officer will be able to join the same section again after completing 5 years in a section.
โข If more than one personnel is completing their posting period in a section, then the one with the most senior tenure will be transferred first.
โข Officers with doubtful integrity will not be posted in sensitive sections.
โข The officer will have to take charge at the new place of posting within 3 days of the transfer order being issued.
โข Disciplinary action will be taken against officers who disobey the order.
โข Strict action will be taken on recommendations to stop or get the transfer done.
Last date of transfer 31 July
The government has clarified that all annual transfers should be completed by 31 July so that there is no impact on the work.
This new policy is considered to be a big step towards improving the work culture of Uttarakhand Secretariat and creating a more transparent and accountable administrative environment in line with the e-office system.
The Secretariat Administration Department has clearly stated that this policy will be strictly followed at all levels
