The Mussoorie-Dehradun Development Authority (MDU) continues its effective enforcement campaign against irregular and illegal constructions within its jurisdiction. The authority’s clear objective is to ensure planned development, environmental protection, and citizen safety. In this regard, strict action was taken today at a construction site located behind City Forest Park, Tarla Nagal, Sahasradhara Road.
In this case, flats were constructed by combining the maps of three single-dwelling units approved by Mr. Vikram Pratap Singh, violating all setbacks. During the investigation, it was also found that after the building under construction was previously sealed, the seal was demolished and construction work continued, a gross violation of the rules. In light of these serious irregularities, the non-containment portion of the construction was demolished today.
The MDDA has clarified that no leniency will be granted in cases involving deviations from the approved map, setback violations, land use changes, and construction by breaking the seal.
The Authority has appealed to citizens, builders, and landowners to obtain all necessary permissions before beginning construction and to ensure construction is in accordance with the approved map and building bylaws. Violations of the rules will result in stringent penalties, sealing, and demolition. As part of this enforcement campaign, action was also taken against other illegal constructions in various areas of Dehradun today.
A commercial construction being carried out by Suraj in Chauhan Mohalla, Mehuwala, Dehradun, was sealed.
A construction being carried out by Manish Gurung on Sinola Forest Supply Road, Dehradun, was sealed after being found to be in violation of the rules.
Ankit Ahuja’s construction in Engineer Enclave, Jakhan, Dehradun, was also sealed as per the rules.
All the above actions were carried out in compliance with the orders of Joint Secretary Gaurav Chatwal, in the presence of Shashank Saxena and Shailendra Singh Rawat (Assistant Engineers), Sachin Tomar (Junior Engineer), Umesh Verma, Lalit Negi, Abhijeet Singh, the concerned supervisors, and adequate police force, maintaining law and order, following a transparent and fair process.
The MDDA also reiterated that illegal constructions not only impact the planned structure of the city but also increase environmental balance, drainage, traffic, and disaster risk. The Authority will continue regular inspections, prompt investigation of complaints, and enforcement action in the future.
Citizens are expected to cooperate in the sustainable and safe development of the city by following the rules.

The MDDA is committed to ensuring that the Dehradun area is developed in a planned, safe, and environmentally sensitive manner. Deviations from the approved map, set-back violations, or construction by breaking seals are violations of the law and will not be tolerated under any circumstances. Today’s action sends a clear message that strict action will be taken against those who violate the rules. We appeal to citizens to obtain all permissions before construction and follow building bylaws. The Authority is operating with transparency and will continue to take prompt action in such cases in the future. It is everyone’s responsibility to comply with the rules in the best interests of the city.

The Authority takes action only after technical and legal scrutiny of all construction cases. The sites where sealing and demolition took place today were clearly found to be in violation of the rules. Breaking seals and constructing is a serious offense. The MDDA team is conducting regular inspections and prompt action will be taken if any violations are found. Citizens are requested to obtain prior permission before any construction and ensure compliance with the rules
