New Delhi: The Election Commission of India recently began the Special Intensive Revision (SIR) process for the second phase, which is still ongoing. However, confusion and doubt persists among the public regarding how voters can now fill out the SIR enumeration form completely online.
The new digital system, directly overseen by the Election Commission of India, aims to simplify the verification process, reduce paperwork, and ensure that every voter submits their details through a secure, identity-verified workflow.
According to the SOP, only the voter can fill out the SIR form online for themselves, as the form requires an Aadhaar-based e-signature. The SOP states that the name on the EPIC (2025) must exactly match the Aadhaar e-signature tool, and the voter’s mobile number linked to the EPIC must be active for OTP verification. If a voter’s mobile number is not linked to their EPIC, the SOP states that they must first update it by submitting Form 8.
How to fill out the enumeration form online?
Go to voters.eci.gov.in
Click on “Fill Enumeration Form”
Enter your mobile/EPIC number
Select your state and enter your EPIC number
Your electoral data will appear; check it.
Before filling out the enumeration form, your EPIC must be linked to your mobile number.
If it is not already linked, this can be done immediately by submitting Form 8.
Click on “Correction of Entries in Existing Electoral Roll” to link your mobile number.
Now, simply click on the ‘Mobile Number’ option within Form 8.
Once the EPIC is linked to your mobile number, the applicant must log in again.
Fill out the enumeration form, including the last SIR.
Submit using Aadhaar-based e-signature.
To e-signature and submit the enumeration form, the existing name must be matched with the EPIC and Aadhaar data.
Once you submit your enumeration form to your Booth Level Officer (BLO) or fill it online, you can verify whether it has been uploaded to the Election Commission portal.
How to check if the form has been submitted?
Open your browser and go to voters.eci.gov.in.
On the homepage, click on ‘Fill Enumeration Form’.
Then click on ‘Sign Up’.
Now enter your mobile number, optional email ID, and captcha to complete the registration.
Next, click on ‘Login’,
Enter your mobile number and captcha here, and then select ‘Request OTP’.
Enter the OTP to log in.
After logging in, your name will appear at the top.
Now click on ‘Fill Enumeration Form’ again.
Type your EPIC (Voter ID) number in the box provided.
Click on ‘Search’. The status of your form will be displayed immediately.
If your form has been uploaded, you will receive a message stating, ‘Your form has already been submitted with mobile number XXXXX.’ If your form has not been uploaded, you will not see the above message. Instead, a new form page may open. If the mobile number displayed is incorrect, or the status says ‘Submitted’ when you have not submitted it, contact your local BLO immediately.
