The High Court has expressed serious concern over the incident that took place during the Nainital District Panchayat President and Vice President elections. A division bench of Chief Justice Justice G Narender and Justice Subhash Upadhyay has ordered the Home Secretary and DGP to personally appear in court on Friday. The court expressed strong displeasure over the spread of gun culture and disruption of public peace due to this incident. During this, the High Court asked the SSP if the SP Intelligence gave any input, to which the SSP replied in the negative. The SSP said that the custody of the red car which was parked outside the hotel near the Panchayat, in which swords were present, has been taken. At present the car owner is absconding. Two-three people involved in the incident were from Rampur, two-three from Rudrapur and seven-eight people from Nainital. Their CDR is being taken. Also, FIRs have been registered. Time is needed to complete the investigation. He further said that he will investigate who the outsiders were and how they came here. We have taken out the CCTV footage. Hotels are also being checked to find out which hotels these people stayed in. It is also being investigated whether the people seen in the video are involved in anti-social activities or not. The SSP said that the accused of kidnapping are not history-sheeters. 14 people have been identified in the case, out of which one has been arrested. The court said that the DM has given an affidavit regarding the counting process and the SSP has also given an affidavit regarding the incident. These have been taken on record. People have been disturbed by this incident and the firing incident. Peace has been disturbed due to such gun culture. The Chief Secretary and DGP have been summoned to the court on Friday. At present, the court has not given any instructions regarding counting or results
