Director General of Police, Uttarakhand, Shri Deepam Seth, today reviewed the first phase of relief and rescue operations going on under the direction of Hon’ble Chief Minister of Uttarakhand, Shri Pushkar Singh Dhami, after the natural disaster in Dharali and Harshil areas of Uttarkashi in the auditorium located at Police Headquarters, Dehradun and conducted a high-level review on the upcoming action plan.* All senior police officers and team leaders of various branches of police – *SDRF, Fire Service, PAC, Telecom, etc., sent for effective conduct of relief and rescue operations in Uttarkashi district, attended the meeting.*
During the meeting, the Director General of Police took updated information of relief and rescue operations from all the officers – ADG L/O, IG PAC, IG SDRF, IG Telecom, IG Fire, IG L/O, IG SDRF, IG Garhwal Range, DIG L/O, etc. and appreciated the efforts made so far by the forces working at the site of incident. He specifically mentioned that despite adverse conditions, road blockages and weather challenges, the Police, SDRF, Fire and other agencies worked in mutual coordination to rescue a large number of stranded people and delivered necessary relief material on time.
* *The second phase of action plan was discussed in detail in the meeting and it was decided that in the second phase of relief and rescue, special focus will be given on Search & Rescue Operation. For the said operation, the Uttarakhand Government has appointed Shri Arun Mohan Joshi, Inspector General of Police, SDRF as the Incident Commander of the overall search and rescue operation (Search & Rescue) in Dharali/Harsil and Shri Arpan Yaduvanshi, Commandant, SDRF as the Deputy Incident Commander.*
During the meeting, the Director General of Police directed the Incident Commander (Search & Rescue) to coordinate with DM / SP Uttarkashi, Army/ITBP/NDRF/BRO/PWD/Health Department and all other agencies, divide the site of incident into different sectors, assign their responsibilities and prepare a solid strategy to conduct search and rescue operations:*
โช๏ธ To speed up the search and rescue operation, adequate number of SDRF, Fire, PAC and Police forces should be immediately deployed strategically at the Dharali and Harshil site.
โช๏ธ Prepare an accurate list of missing persons by establishing coordination with local citizens, village representatives and district administration. Based on this list, the priority of the search operation should be decided and necessary legal action should be ensured.
โช๏ธ The deep, dangerous and slushy areas present at the incident site should be immediately red flagged from the security point of view, so that search can be done using special equipment during the search operation.
โช๏ธ The search operation should be intensified by making full use of technical and human resource capacity like drones, thermal imaging cameras, victim locating cameras and dog squad.
* *The Director General of Police directed everyone to remain on alert mode 24ร7 and ensure real time reporting of every activity, so that quick decision can be taken in case of any need or emergency.*
