In Uttarakhand, the employees employed on contract till December 4, 2008 can be regularized. For this, the Regularization Rules 2025 will soon be placed before the cabinet. Under the announcement of Chief Minister Pushkar Singh Dhami, a committee meeting was held on August 28 under the chairmanship of Chief Secretary Anand Bardhan. Secretary Personnel Shailesh Bagauli, Secretary Finance Dilip Jawalkar, Additional Secretary Justice Manish Kumar Pandey, Additional Secretary Personnel Navneet Pandey, Additional Secretary Finance Ganga Prasad attended the meeting.
The order was revisited
After this, on the Narendra Singh vs State writ petition, the High Court Nainital gave an order on 22 February 2024, stating that the limit of five years should be made 10 years. This order was revisited. It has been decided that a proposal will be prepared to regularize the daily wage, work-charged, contract, fixed pay, part-time and ad-hoc appointed personnel 10 years before the High Court’s stay order of December 4, 2018, i.e. till December 4, 2008.
Under this, by amending sub-rule-1 of rule four of the 2013 rules, the Regularization Amendment Rules 2025 of daily wage, work-charged, contract, fixed pay, part-time and ad-hoc appointed personnel will soon be placed before the cabinet. After this, the cabinet will take a decision on it. Another important thing here is that regularization will be done under the rules that have been in place since the beginning. Employees of outsourcing agencies like Upanal will not be included in this.
