A cabinet meeting chaired by Chief Minister Pushkar Singh Dhami presented 19 proposals. Power line compensation was increased. New central directives were adopted. The area within one meter of the tower and its perimeter has been reduced to 200% of the circle rate. A committee will be formed to address the difference between the circle rate and market rate, which will work with affected landowners.
The Public Trust Act will replace seven new laws. Fifty-two laws have been identified. Changes have been made to the punishment for minor offenses. Minor offenses will be punished with fines, not jail time. For example, using pesticides in a notified organic farming area previously carried a fine of one lakh rupees and a year’s imprisonment. This penalty has been reduced to five lakh rupees.
Four proposals from the Housing Department were presented to the cabinet.
1. To encourage green building construction, additional FAR will be provided, such as 5% for platinum grades, 3% for gold, and 2% for silver.
2. Relief from ground coverage restrictions in commercial areas. A set-back regulation will be applicable to all. Normal resorts can now be built alongside eco-resorts. Land use change will not be required. There will be no land use requirement for map approval. Road width will be 6 meters in the mountains and 9 meters in the plains.
3- In multi-story buildings, the height of road-level parking will not be included in the building height. The motel category has been removed.
4- Land pooling scheme and town planning scheme approved. These schemes are in place in other states. They are not mandatory. Where we build townships, we will receive land in exchange, that too commercial. These models have also been successful in Amravati. Previously, it was only a policy; now it has been implemented as a scheme.
Finance-
Uttarakhand Goods and Services Tax Amendment Ordinance approved.
Technical Education- Faculty recruitment in technical universities will be done at the university level, not through the Public Service Commission.
PWD- 5% of junior engineer positions were filled through promotion from Group C employees, but people were unable to fill them. Now, after completing 10 years of service, they will directly become JEs.
Civil Aviation –
Naini Saini Airport will be operated by the Airport Authority of India.
For the regularization of leased land in Kalyanpur, Sitarganj, the circle rates will be adjusted to 2004.
Dairy Development and Cooperative Department
The Chief Minister used to provide 75% subsidy for Ghasiyari Kalyan and Silage Scheme. It has been decided that the subsidy will be 60% instead of 75%.
PWD – GST exemption will be provided for the Rispana Bindal Elevated Road in Dehradun. The department will collect the royalty and GST, which will be reimbursed.
The aromatic plant center will be named the Institute of Perfumes. Tax exemption has been approved for scrapping vehicles older than 15 years and purchasing new vehicles.
Chief Minister Yuva Bhavishya Nirman Yojana approved. Online coaching for preparation of UPSC, NET, GATE, etc. Live classes and doubt clearing will be available.
Under the Indian Civil Defence Code, the Prosecution Directorate will be headquartered in Dehradun. It will have a director. Advocates can be appointed for up to 15 years. A district-level Prosecution Directorate will also be established in each district. Appeals involving sentences of less than seven years’ imprisonment will be decided at the district level, and appeals involving those above that limit will be decided at the state level
