The Dhami Cabinet now holds a majority of ministers with a Congress background. Out of a total of 12 ministers—including the Chief Minister—seven are individuals who were formerly members of the Congress party before leaving to join the BJP.
There is considerable discussion regarding the fact that the Dhami government now comprises a significant number of leaders whose political roots originally lay within the Congress party. Among the five legislators inducted into the Cabinet, only Madan Kaushik and Khajan Das hail from a purely BJP background. The remaining three—Bharat Singh Chaudhary, Ram Singh Kaira, and Pradeep Batra—have a background rooted in the Congress party. It is worth noting, however, that all of them left the Congress party quite some time ago and have since been associated with the BJP.
Looking at the veteran ministers in the Cabinet, Satpal Maharaj, Subodh Uniyal, Saurabh Bahuguna, and Rekha Arya also possess a Congress background. In contrast, Ganesh Joshi and Dhan Singh Rawat have been associated exclusively with the BJP throughout their careers. Furthermore, the majority of these ministers with a Congress background have previously served as either legislators or ministers while they were still members of the Congress party.
