New Delhi: The central observers to be deployed for the upcoming assembly elections in Bihar will be briefed about the election procedures in a meeting to be held on October 3. The meeting, to be addressed by Chief Election Commissioner Gyanesh Kumar at the India International Institute of Democracy and Election Management here, aims to sensitize observers about their role in the smooth conduct of elections.
The main objective of the Election Commission is to ensure equal opportunities and ensure free and fair elections. The Election Commission, in exercise of the powers conferred by Article 324 of the Constitution and the authority conferred by Section 20B of the Representation of the People Act, 1951, deploys central observers – general, police and expenditure – to monitor the electoral process in the constituency.
General and police observers assist the Commission in ensuring free and fair elections. They also oversee the effective and efficient management of the election process at the regional level. Expense supervisors are appointed to monitor the election-related expenses of candidates.
ECI sources referred to the upcoming observers’ meeting and said they would be briefed on the election process and their responsibilities. He told ETV India on Wednesday that central observers will be briefed about the election process. They will be made aware of their role and responsibilities during the election.
“The Election Commission’s sources said, “”Supervisors are the eyes and ears of the Election Commission and are deployed at the ground level.” Their main responsibility is to monitor the election process. They will ensure that all procedures are being completed in accordance with the rules and regulations.”
It is noteworthy that the Election Commission published the final electoral roll of Bihar after a special thorough revision. There are 7.42 crore voters in this list. The Election Commission said that if an eligible person still wants to apply for inclusion in the electoral roll, he can submit the application up to 10 days before the last date for filing nominations for the elections.
It also states that if a person is not satisfied with the decision of the ERO regarding the entry in the final electoral roll, he can file the first appeal before the District Magistrate and the second appeal before the CEO under Section 24 of the Representation of the People Act, 1950.
A delegation of the Election Commission will go on a two-day visit to the electoral state of Bihar from October 4. During the visit, the delegation led by the Chief Election Commissioner will review the preparations for the upcoming assembly elections in Bihar. The term of the Bihar Assembly will end on November 22.
