Dehradun: An order has been issued in Uttarakhand regarding deputation, external service and service transfer. After the issuance of this order, now strictness will be seen regarding deputation in the state. Such officers who have been handling responsibilities in other departments in the name of deputation, external service and service transfer for a long time will have to go to their original posting.
The difficulties of personnel posted on deputation for a long time are going to increase. The state government will discourage the deployment of personnel on deputation, service transfer and external service. A maximum of five years will be posted on deputation. After this, if there is a need to extend the time period, then a period of five years will be the cooling period. After its completion, the concerned employee will apply again, but a committee has been formed under the chairmanship of the Chief Secretary to take a decision in this regard.
Any personnel will get this facility only twice in the service period. If the employee avoids returning to the original department after the deputation is over, then disciplinary action will be taken against the concerned employee.
Personnel from various departments including school education, higher education, engineering services are posted on deputation in the state. This is the situation when the parent departments themselves are facing shortage of personnel. Chief Minister Pushkar Singh Dhami had expressed displeasure over the deployment of personnel from the parent department elsewhere through deputation as well as external service and service transfer. He had given instructions to discourage the system of deployment on deputation.
Now the normal deployment through these will be three years. It can be extended for two years with the consent of the Finance Department. This period will be a maximum of five years and it will not be extended further under any circumstances.
After completing the deputation, there will be a cooling period of five years. The proposal for deputation, external service and service transfer will be considered only after its completion. The Chief Secretary’s Committee will take a decision on this proposal. The committee includes Personnel, Finance, Additional Chief Secretary, Principal Secretary or Secretary of the employee’s parent department and the department related to deputation as members.
The general limit of maximum five years will not apply to personnel posted in externally aided projects, but approval will be taken from the Chief Secretary’s committee to extend the time period. Personnel who have five years left for retirement will not get the benefit of deputation, external service and service transfer.
