Now the accountability of the officials will be fixed for referring patients from government hospitals. Standard Operating Procedure (SOP) will be prepared soon for the referral process. Signatures of CMO and CMS will be mandatory for referring patients.
On Monday, Health Secretary Dr. R. Rajesh Kumar held a meeting with all CMOs and CMS in the Secretariat on the instructions of Chief Minister Pushkar Singh Dhami for a transparent, accountable system towards patients in government hospitals. He said that the lives of patients will not be played with. For this, SOP will be made to make the referral process accountable.
Expressing displeasure over the system of referring patients, he said, now patients will not be referred unnecessarily from hospitals. Many times it has been seen that due to the negligence of hospitals or lack of resource management, patients are referred without any clear reason, due to which the life of the patient is put at risk.
He directed that the responsibility of referring every patient will be of the CMS of the hospital. In this, the CMS will have to give solid reasons for referral along with the signature. Action will be taken for referral without any reason. Director General Sunita Tamta, Director Dr. Shikha Jangpagi, Director Dr. CP Tripathi, Under Secretary Anoop Mishra and other officials were present in the meeting.
Notices will be issued to PG doctors who do not take charge
The Health Secretary said, after doing PG, specialist doctors were transferred on June 13. But till now they have not taken charge in the hospitals where they were posted. Such doctors will be issued show cause notices and disciplinary action will be taken. Violation of service conditions will not be tolerated under any circumstances.
If 108 ambulance is not available, then the patient should be helped with local resources
- In the meeting, the Health Secretary directed that if in any situation, both 108 ambulance service and departmental ambulance service are not available to the patient on time, then the local hospitals will have to immediately ensure alternative arrangements. The responsibility for this will be of the CMO and CMS. For this, a local ambulance network and resource list should also be prepared in advance
