A complaint letter was sent to the Commission by the aggrieved parents on 24.07.2025 against GRD School Kehri Village Premnagar Dehradun, in continuation of which today on 29.07.2025, under the chairmanship of Hon’ble Chairperson of Uttarakhand Child Rights Protection Commission Dr. Geeta Khanna, Secretary of the Commission Dr. Shiv Kumar Barnwal, Under Secretary Dr. Satish Kumar Singh conducted a surprise inspection of GRD School, Kehri Village Premnagar Dehradun. The school is run in a very large campus with a few classes, where some children were found sitting. A 4-year-old boy was found writing vocabulary in the school, which seems to show that the school is not following the new education policy. The teachers who were present in the play group. Educational certificates of the play group teachers of the school were not available. The Principal’s room looked like a normal room, in which apart from 6 registers, papers of Open University were kept. The school did not submit any kind of documents related to the operation of the school. A document was presented regarding school recognition in which the school has permission to run the school till class 6, but the school is being run till class 7. The school management informed that the school is recognized till class 8, no documents of this were presented before the inspection team.
A degree college is being run in the school campus without any partition or wall, which was not inspected as it is outside the jurisdiction of the commission, but it is a matter of concern that how and with whose permission the school is being run within a degree college campus.
The founder of the school has previously gone to jail due to child abuse and extremely cruel behavior and the school was also closed.
No institution should get permission to run a school only on the basis of papers. Hon’ble Chairperson said that such standards should be fixed for running the school, in which the selection and verification of a qualified person is done on the basis of human attitude, educational qualification, social prestige, so that the students studying in the school can get a safe environment as well as learn to build ideals and character.
The school has a playground for children, which is covered with a lot of moss and slippery, due to which there is a possibility of any child getting injured due to slipping. Many fruit trees were seen in the ground, which have been cut, information of which has been given to the concerned Minister and Department for immediate action.
2. Uttarakhand Child Rights Protection Commission today heard the previously pending files in Vikasnagar Block. It came to notice that the instructions given by the Commission to the school earlier on the case of Saint Mary Convent School are not being followed. In this sequence, the Hon’ble Chairperson directed the Block Education Officer, Vikasnagar to take immediate action by complying with the instructions given by the Commission on the cases.
3. On inspection of the water tank and toilet in Government Primary School Bulakiwala, it was directed to assess the school and ensure its repair
