Actually, recently the Annual Transfer Policy 2025 has been implemented with the signature of Chief Secretary Anand Vardhan. Earlier, the Annual Transfer Policy 2007 was applicable for the secretariat service. Which was violated and a new Annual Transfer Policy 2025 was brought. The surprising thing is that all the employees of the secretariat service were included in this transfer policy, but the private secretary cadre, an important link of the secretariat, was excluded from it.
Although the accounts cadre, operators and security cadre are also included in those who are not affected by the rules, but the discussion is most about the private secretary. This is because there are many such private secretary cadre officers attached to the secretariat in the state who have been attached with the ministers for years. Not only this, many private secretaries have also been with the big officers for years.
The surprising thing is that when the Annual Transfer Policy 2025 has been made for the employees of the Secretariat Service, then why was the Private Secretary cadre excluded from it? Whereas the officers of the Private Secretary cadre are associated with the Secretariat Service itself. In a hushed voice, the employees of the Secretariat itself are also expressing surprise at this.
The Uttarakhand Secretariat Association is expressing happiness about the Annual Transfer Policy 2025, but it also says that there are many points in this manual which have not been included. For this, he is preparing to hold talks at a high level. Not only this, the President of the Association, Sunil Lakhera, says that he is also going to talk to the office bearers of the organization in the matter of keeping the Private Secretary cadre out of the manual. Further action will be taken on whatever suggestions come up after the talks.
The Secretariat Union believes that there should be a change in the transfer policy for employees in terms of sections. That is, a secretariat employee who has handled the establishment section should not be sent to the establishment section of any department for 5 years. The logic behind this is that everyone should get a chance to work in the sections related to establishment, budget and policy.
In this case, the difficulty regarding the annual transfer rules is also that ministers and senior officials express their desire to retain their personal secretaries, perhaps this is the reason why while preparing the draft of the rules, it has been decided to keep the personal secretary cadre out of the rules.
