Dehradun: In the Sahaspur land scam of Dehradun, the Enforcement Directorate (ED) has filed a chargesheet against former Forest Minister Harak Singh Rawat in the Special PMLA Court on Friday. In this chargesheet, Harak Singh Rawat’s wife Deepti Rawat, Birendra Singh Kandhari, Lakshmi Rana and Shrimati Poorna Devi Memorial Trust have also been made accused. ED has also attached this 101 bigha land located in Sahaspur in January.
ED had started investigation in this case in a case of fraud and forgery registered in Sahaspur police station. In the press note issued by ED, it has been said that Harak Singh Rawat, his wife Deepti Rawat and Lakshmi Singh Rana, Birendra Singh Kandhari and late Sushila Rani had got some lands registered in their name under conspiracy. Later the court had also given orders to cancel them.
The ED investigation also revealed that despite the clear orders of the court, Sushila Rani, along with other persons, had registered two powers of attorney for this land. Later, Birendra Singh Kandhari, a close aide of Harak Singh Rawat, as a power of attorney holder, sold these lands to Deepti Rawat and Laxmi Singh Rana at very low prices, which were much below the circle rate prevailing in that area.
The investigation further revealed the fact that these lands which were purchased by Deepti Rawat are now being run as an educational institution by the name of Doon Institute of Medical Science. It is being run under the Smt. Purna Devi Memorial Trust and is under the control of Harak Singh Rawat’s family and people close to him. It is worth noting that in January 2025, the Enforcement Directorate had attached about 101 bighas of land under a provisional attachment order at a price of Rs 6.56 crore (while the current market value is more than Rs 70 crore).
