Dehradun: The Dhami cabinet has approved the revised scheme to connect destitute single women of Uttarakhand with self-employment. The exercise to prepare the ‘Chief Minister Single Women Self-Employment Scheme’ prepared by the Department of Women Empowerment and Child Development was going on for a long time. In such a situation, after the proposal of this scheme was prepared, it was approved in the last cabinet meeting, but due to some shortcomings in this scheme, a revised proposal was prepared by the department. Which has been approved in the cabinet meeting today.
Single women will make a project to start self-employment up to two lakhs: Under the amendment made in this scheme, now the beneficiaries will have to invest their share of the money in the same installment as the government will give subsidy. Under the ‘Chief Minister Single Women Self-Employment Scheme’, only destitute single women of the state will get the benefit. Under this scheme, single women will make a project to start self-employment up to two lakhs.
Beneficiaries will get the benefit of 75 percent subsidy: In this, the state government will give these women one and a half lakh rupees as subsidy. That is, under this scheme, the beneficiary will have to invest only 50 thousand rupees. Under this scheme, the beneficiaries will get the benefit of 75 percent subsidy. The objective of this scheme is that women generate means of employment in their village or in the surrounding area, which will not only solve the problem of migration. But, the people around will also get benefits.
Women can start their own business in these areas: Under the ‘Mukhyamantri Ekal Mahila Swarojgar Yojana’, women can start agriculture, horticulture, animal husbandry, poultry farming, sheep and goat rearing, fisheries, beauty parlor and many other businesses to join self-employment. Rules have also been made to give subsidy to women under this scheme.
When a woman prepares a plan to join self-employment, then in order to implement that plan on the ground, 50 percent of the total subsidy received from the state government in the initial phase will be given to the beneficiary in the beginning itself. During this time, the beneficiary woman will also have to invest 50 percent of the amount. That is, at the time of starting the business, the state government will give 75,000 to the beneficiary and the beneficiary will have to invest 25,000 from his own pocket.
In such a situation, after starting the business, 30 percent of the subsidy will be given by the state government as the second installment within 6 months. During this time, the beneficiary will also have to invest 30 percent of his share. In such a situation, when the business starts running properly, the remaining 20 percent amount will be given to the beneficiary within about 9 months. During that time, the beneficiary will also have to invest the remaining 20 percent of his share.
If the business is not started, the government will take back the subsidy: Under this scheme, a target has been set to benefit 2 thousand women in the first year. For which a provision of โน 30 crore has been made. However, if a beneficiary takes advantage of this scheme, but does not start the business, then the 50 percent subsidy given by the government in the initial phase will be withdrawn.
Rules made for the corpus fund of juvenile justice: The Uttarakhand government had created a corpus fund under Section 110 of the Juvenile Justice Act 2015, but how will this fund be used? There was no rule in this regard. Due to which the Child Development Department has prepared the ‘Uttarakhand Juvenile Justice Policy Rules’.
How will the amount available in the corpus fund be used in this, as well as if a donor gives money to this fund, then what will be the further action? Its provision has been made in the ‘Uttarakhand Juvenile Justice Policy Rules 2025’. Which has been approved by the Dhami Cabinet today i.e. on 16 May.
State Children Policy approved on the order of the Supreme Court: The State Children Policy has been prepared for children by the Department of Women Empowerment and Child Development. The policy has been approved by the Cabinet. Actually, the Supreme Court had ordered to make a State Children Policy. It was said in the Supreme Court order that with the help of the National Commission for Protection of Child Rights, all the states and union territories of the country will make State Children Policy for their respective states, which has been approved by the Cabinet.
