After the Election Commission’s Special Intensive Review (SIR) begins in Uttarakhand, voting in two places will be ineffective, whether for politicians or citizens. Action may also be taken against those who do so. After the SIR is implemented, every voter will receive an immunization form through a Voter’s Office (BLO). Those who have two votes will be required to fill out the form at only one place. Submitting the form at two places could result in legal action.
BLOs will also ensure that no votes are cast in two places. Those who are not in the village will not be able to return their SIR forms. Therefore, their votes will be cancelled after a notice is issued. There are many leaders in the state who have votes in two assembly constituencies. Some contested elections from different constituencies in the past and even registered their votes there.
One year’s imprisonment for duplicating votes
All these leaders will now have to vote in only one place. If they fail to fill out the SIR form, one of their votes will automatically be cancelled. However, the Chief Electoral Officer’s office currently offers the option of deleting a vote online, whereby individuals can delete one of their votes by filling out Form 7 online on the website voters.eci.gov.in.
The Election Commission’s objective is to ensure that a person has only one vote through the SIR process. Casting a duplicate vote can result in a one-year sentence under Section 31 of the Representation of the People Act, 1950.
