Madrasas that only offer religious education will now require authorization. After the new Minority Educational Institutions Act comes into effect, teacher recruitment will also be required to comply with established standards.
After the implementation of this law, any madrasa recognized by the Uttarakhand Madrasa Education Board will be able to offer education only in the 2025-26 academic session, as per the provisions of the Uttarakhand Madrasa Education Board Act 2016 and the Uttarakhand Arabic and Persian Madrasa Recognition Rules 2019.
From the next academic session, 2026-27, madrasas will be required to re-accredit themselves to provide religious education from the authority established under this law. This authorization will be valid for three terms, after which it will need to be renewed. Recognition requires the educational institution’s land to be owned by its society.
All financial transactions must be conducted through a bank account opened in the institution’s name with a commercial bank. Minority institutions will not be able to force their students or employees to participate in any of their religious activities. Madrasas must appoint teachers according to the qualifications set by the Minority Educational Institutions Council. Until now, there were no such restrictions on the appointment of teachers in minority institutions
